The Community and Economic Development Office (CEDO) is a department of the City of Burlington. Our mission is to engage our community to build a vibrant, healthy, and equitable City.

The City of Burlington is soliciting input on housing and community development needs in connection with the development of its 2018 Consolidated Plan for Housing & Community Development and on activities to be undertaken as part of its 2018 One-Year Action Plan, as part of its federal requirements under 24 CFR Part 91.105 for consolidated planning and allocation of federal funds from CDBG, HOME and other HUD administered programs.  The City anticipates receiving $786,789 in CDBG dollars and $539,670 in HOME dollars to support housing, community and economic development activities. 

 

The City will amend the 2017 Action Plan by cancelling the Lund Residential Treatment Program - Safety for $8,242 and reallocating the funding for 2018 projects.

 

On Monday, June 4, 2018, at 7:00 pm, there will be a Public Hearing before the Burlington City Council to hear comments on housing and community development needs, on the draft Consolidated Plan and on the funding recommendations of the CDBG Advisory Board, which serve as the basis for the One-Year Action Plan.  The Consolidated Plan, Action Plan and Advisory Board’s recommendations are available online at https://www.burlingtonvt.gov/CEDO/Requests-for-Funds

 The public is encouraged to review the Plans and funding recommendations, attend the Public Hearing, and comment.  Written comments will also be accepted on the Plans through the close of business on June 25, 2018, at the Community & Economic Development Office, 149 Church Street, Room 32, City Hall, Burlington, VT 05401 or mesbjerg@burlingtonvt.gov.

WHAT'S NEW

BTV Mayor’s Prize for Entrepreneurship – Call For Applications
 
Mayor Weinberger today announced the second round of the Mayor’s Prize for Entrepreneurship, designed to increase support for the City’s entrepreneurs. This year, The Mayor’s Prize will award approximately $100,000 to not-for-profit entrepreneur support organizations (ESOs) or research organizations with a proven track record of success that propose innovative new or expanded programs to support the City’s entrepreneurs. The goal of the Mayor’s Prize is to foster the growth and development of entrepreneurship in the city and encourage outside-the-box thinking about how best to achieve this. Last year, the Mayor’s Prize awarded $200,000 to four not-for-profit ESOs. The Mayor’s Prize is entirely funded by a grant from the Kansas City-based Ewing Marion Kauffman Foundation.

Essential Maintenance Practices (EMP) Class in Burlington 

Essential Maintenance Practices class to be held Tuesday, June 12, 2018 at 5:00 pm – 8:00 pm, Contois Auditorium, Burlington City Hall. The class is free, but you must reserve a spot to participate. Business Ownership Succession Seminar

A free business ownership succession planning seminar will be offered on Wednesday, March 28 from 2:00 to 5:00 p.m. in Contois Auditorium in Burlington's City Hall. In this seminar, you will learn how to choose a path for ownership succession in your business. We will take a close look at four different ways of selling a business: to an outsider, to family members, to managers or to the larger group of employees. Lynn Silva of The Silva Group and Don Jamison of the Vermont Employee Ownership Center (VEOC) will give an overview of the mechanics of the most common ownership transition models. Dave Mount, founder of Westaff, will tell a live story of how he transitioned the company to family members.

Burlington Community Weighs in on Strategies and Tools for Neighborhood Stabilization

As part of The Neighborhood Project, Burlingtonians had an opportunity to provide their input on a number of potential strategies and programs for neighborhood stabilization at an Interactive Community Open House on Tuesday.  The potential tools and strategies include:

  • Enhancing quality of life initiatives
  • Containing and slowing down conversion of single family homes to rentals
  • Converting selected primarily student rental properties to non-student housing while maintaining affordability.

Mayor Weinberger Announces Winners of First Mayor's Prize to Support Entrepreneurship

On December 14th, the Mayor announced the winners of the first Mayor's Prize for Entrepreneurship, an initiative launched in early October to increase support for entrepreneurs in Burlington.

CEDO's Burlington Lead Program Receives $2.9M HUD Grant to Reduce Lead and Home Health & Safety Hazards in Homes in Burlington and Winooski 
 
(CEDO) Burlington Lead Program was awarded $2.9 million in program funding, one of only 28 Lead-Based Paint Hazard Control grant recipients in the nation. As part of the award, CEDO will also receive $400,000 in Healthy Homes grant funds that will leverage the Lead Program’s presence to reduce other housing-related health hazards. The Burlington Lead Program is now accepting applications for Burlington and Winooski properties. Burlington Inclusionary Zoning Report

On January 31, 2017, a draft evaluation report on Burlington’s Inclusionary Zoning Ordinance was presented to the Community Development & Neighborhood Revitalization (CDNR) Committee. The evaluation represents the first detailed review of the City’s 26-year-old Inclusionary Zoning policy, one of the proposals contained in the 2015 Housing Action Plan.  The report includes numerous findings and recommendations and will be the subject of further debate and discussion in the weeks and months ahead. A working group is being established to review and consider the recommendations contained in the report. 

The City and CDNR Committee would like to thank all those who participated in the January meeting and invite further comment on the draft IZ evaluation report.
