Rental Properties
In order to qualify, buildings must be built before 1978, units must have at least one (1) bedroom (efficiency apartments are not accepted), and the occupants' total household income must be below 80% of the area median income level for their household size. BLP will determine the occupants' total household income by collecting the forms described in the 'How to Qualify - Tenants' section below.
BLP will income-qualify your tenants initially, but if there is any tenant turnover after contracts are signed, you (the property owner) will be responsible for income-qualifying any and all subsequent tenants for the 3-5 year grant & loan forgiveness period.

Owner-Occupied

In addition, owner-occupied units must be occupied by a child under the age of six. Birth Certificates will need to be provided in order to verify the age(s) of occupants under 6 years old.

How to Qualify - Tenants
In order for a unit to qualify, each household must submit a Household Application. A Family Household Application form can be submitted to include all persons in the household. For tenants living with unrelated occupants (i.e. roommates), an Individual Household Application can be submitted by each person in the household. Each household member of 18 years or older will need to verify their income through a third-party source. The documents we require to verify income through a third-party source are dependent upon the occupant's income status. Please see the 'Income Verification Forms' section below to learn which documents we will need to qualify your household.

Income Verification Forms
Please send all PDF forms to the Burlington Lead Program at blp@burlingtonvt.gov or send physical copies to our address at 149 Church St. Room 32 Burlington, VT 05401. Webforms can be submitted online; if a webform is available for a particular form, you may fill that form out online instead of sending in the PDF version.
If you are employed, please provide a signed Verification of Employment Form. Please fill out the top half of the form and send it to us; we will then send the form to your employer to be completed.

If you are a full-time student, please provide a completed Full-Time Student Form and any other forms related to your income status.

If you know that your household makes more than 80% of the Area Median Income (please see income limits here), please sign and return the Over-Income Verification Form.

If you are self-employed, please provide a copy of your most recent tax return as well as a complete Self-Employment Affidavit Form.

If you receive any public assistance income (unemployment benefits, SS, SSI, etc.), please provide either a letter from the benefit provider verifying your unemployment benefits (preferred) or a screenshot of your benefits account page showing the total annual amount received (an example of both the Vermont Department of Labor letter & portal page screenshot is below).

If you receive a Section 8 Voucher, please return the completed Household Application form with the housing agency provider listed on the back.
If you have more than $5,000 in assets, please provide us with a statement describing the assets and specifying their value.
