Owner Occupied Qualification

Rental Properties                                                                                                              

In order to qualify, units must have at least one bedroom (efficiency apartments are not accepted) and the occupants' total household income must be below 80% of the area median income level for their household size. 

BLP will income-qualify your tenants initially, but if there is any tenant turnover after contracts are signed, you (the property owner) will be responsible for income-qualifying any and all subsequent tenants for the 3-5 year grant & loan forgiveness period.

Tenants                                                                                                                                

In order for a rental unit to qualify, each household will need to complete a Household Application Form (please see below) with all household members listed and have every household member of working age verify their income through a third-party source. The documents we require from tenants to verify income through a third-party source are dependent upon their income status. Please continue reading to learn which documents we will need to qualify the unit (please note that you will need to provide the documents for all of the below scenarios that apply to you/your tenant). 

  • If you are employed please provide a signed Verification of Employment Form (please see below). Please fill out the top half of the form and send it to us; we will then send the form to your employer to be completed
  • If you are self-employed, please provide a copy of your most recent tax return as well as a complete Self-Employment Affidavit Form (please see below) 
  • If you receive any public assistance income (unemployment benefits, SS, SSI, etc.), please provide either a letter from the benefit provider verifying your unemployment benefits (preferred) or a screenshot of your benefits account page showing the total annual amount received (an example of both the Vermont Department of Labor letter & portal page screenshot is below)
  • If you receive zero income please provide a completed Certificate of Zero Income Form (please see below)
  • If you receive a Section 8 Voucher, please return the completed Household Application form with the housing agency provider listed on the back 
  • If you are a full-time student please provide a completed Full-Time Student Form (please see below) along with any other forms related to your income status
  • If you have more than $5,000 in assets, please provide us with a statement describing the assets and specifying their value
  • If you know that your household makes more than 80% of the Area Median Income (please see income limits here), please sign and return the Over-Income Verification Form (please see below)

Tenant Household Checklist for a Complete Application: 

✓ Household Application Form completed and signed (front and back)

✓ All household members' information filled out on the Household Application Form

✓ Income verified through a third party for every household member 18 years or older

✓ All required forms completed & sent to the Burlington Lead Program via email or mail for review

 

Owner-Occupied                                                                                                              

In order to qualify, owner-occupied units must have at least one bedroom (efficiency apartments are not accepted) and the occupants' total household income must be below 80% of the median income level for their household size. In addition, owner-occupied units must be occupied by a child under the age of six. Birth Certificates will need to be provided in order to verify the age(s) of occupants under 6 years old.
