Employee Retirement System "Pension Plan"

The City of Burlington offers a contributory defined benefit plan maintained in accordance with section 401(a) of the Internal Revenue Code.  The retirement plan is an exceptional benefit that provides financial stability and allows for a guaranteed source of income upon retirement.

  • The pension plan is for:
    • Class A Employees: Burlington Police Officer Association (BPOA) and Burlington and Fire Fighters Association (BFFA) contribute 14% of gross base pay for FY24.
    • Class B Employees: All regular Non-Union, American Federation of State, County and Municipal Employees (AFSCME), and the International Brotherhood of Electrical Workers (IBEW) except for limited service employees at 24 hours or more contribute 3.8510% of gross base pay for FY24. Employees working less than 24 hours per week do not qualify for the benefit.
  • To become fully vested and gain the full retirement benefit, an employee must work for the City for 5 years.
  • Employees that work the City for less than 5 years are not eligible for a retirement benefit and will be refunded all contributed deductions from their paychecks plus a 2% interest.
  • Future benefits are calculated based on your average earnings over five years, total years of service, and multiplied by a factor based on the date of hire for Class A or Class B employees.
  • Pension Benefit Application Process - please follow the instructions included in this document.
