2022 Draft Annual Action Plan

 City of Burlington’s Draft 2022 Action Plan and amended CDBG-CV 2019 Action Plan posted for public comment

The City of Burlington is soliciting input in connection with the development of its 2022 Annual Action Plan and amended 2019 Action Plan for Housing & Community Development. The City anticipates receiving $706,200 in new Community Development Block Grant (CDBG) entitlement funds and $415,000 in new HOME funds to support housing, community and economic development activities for the 2022 program year (7/1/2022-6/30/2023). In addition to the new funding sources, the 2022 Action Plan provides a summary of the proposed uses of the $30,000 of anticipated program income and the $640,000 of anticipated carryover CDBG funding from prior entitlement years. We also anticipate $425,691 in HOME carryover funds. In order to meet HUD requirements for timely allocation of CDBG funds, and avoid such large amounts of carryover funds in the future, the City has made some minor amendments to the Citizen Participation Plan. The City is also soliciting comments on these proposed changes before the amended Plan goes into effect. 

 

In addition to the funding allocations presented in the 2022 Action, the City is also releasing a substantial amendment to the 2019 Action Plan to describe the revised uses of the supplemental CDBG CARES Act (CV) funds received in 2020.

 

The summary below includes the highlights from both 2022 CDBG entitlement and 2019 CDBG-CV funding applications. The estimated HOME allocations for 2022 entitlement funds and previous year carryover funds is also included below. As such, the City is soliciting public comment on both the 2022 Action plan and the amended 2019 Action Plan prior to City Council and HUD approval. It should be noted that the City is receiving a one-time allocation of HOME-ARP funds under the 2021 American Rescue Plan Act in the amount of $1,500,494. The allocation of these funds is described in the separate HOME-ARP Allocation Plan.

Written comments will also be accepted on the Plans through May 15, 2022 via email at ccurtis@burlingtonvt.gov
