The board of library commissioners is created by Charter §§ 120 & 179. Commissioners
- May appoint two non-voting advisory members to serve terms the board deems appropriate and a clerk who need not be a member of the board
- Have the authority and responsibility relating to the management of library facilities and services that is delegated by resolution of the city council
- Approve a library staff-recommended budget to present to the mayor as part of the annual budget adoption process
- Approve the payment of bills and claims incurred by the library, if such authority is delegated by the city council
- Trustee commissioners may control and expend the revenues produced by the deed of gift from Mrs. and Miss Fletcher
Members of this board must meet the following criteria:
- Four public members must be city residents
- One public member must be the mayor or his or her designee
- One public member must be a library employee elected by library employees
- Four trustee members must be Chittenden County residents appointed by trustee members
Members have the following terms:
- Except for the Mayor and the employee member, members will be appointed for a three year term beginning on the July 1 following their appointment and continuing until their successors have been appointed and qualified
- The term of the mayor (or his or her designee) shall coincide with the mayor’s term
- The employee member serves a 1 year term
Historically, this board regularly meets the third Monday of every other month at 5:15 p.m.
In addition, members of this board will be expected to:
- Attend all scheduled meetings, or if a meeting must be missed, let the chairperson know ahead of the meeting if they will not be able to attend;
- Review any materials provided to the board ahead of time;
- Notify the chairperson and/or the city staff person assigned to the board of any accommodation for a disability that may be required in order for the person to serve;
- Act from a spirit of cooperation and with respect towards other board members, staff members, and members of the public appearing before the board;
- Avoid actual or apparent conflicts of interest or bias;
- When deciding a controversy or responding to a request, conduct themselves in a fair and impartial manner;
- Comply with all aspects of the Vermont Open Meeting and Access to Public Records laws;
- Consider fairly the interests of all individuals and organizations whose interests may be affected by their actions as a city official.
