Permit Reform

In the fall of 2015, the City issued an RFP for a consultant to work with City staff to review and recommend innovative solutions to:

  1. Identify public perceptions and expectations through a series of public forums, interviews, and surveys;
  2. Redesign the complete process for permitting of construction projects, from education about applying for a permit through issuance of a certificate of occupancy;
  3. Ensure construction-related codes and standards adopted and applied by the City truly reflect its goals; and
  4. Streamline the permitting process and codes that affect the installation of grid- connected photovoltaic (PV) systems.


The overall goal of the project was to develop a permitting process that is:

  • Consistent, efficient, transparent, and predictable;
  • Ensures public health and safety;
  • Supports energy efficiency; and
  • Encourages investment and reinvestment.


Matrix Consulting Group was selected to review the permitting process, and began their work in February 2016.  Matrix delivered their recommendations in spring 2017.  The City developed a plan for implementation of those recommendations, which is actively being worked on by staff.
