Great Streets - Main Street Request for Construction Proposals

REQUEST FOR PROPOSALS

The City of Burlington Department of Public Works (“City”) is seeking proposals for the Great Streets – Main Street Reconstruction Project. Electronic proposals from pre-qualified contractors will be accepted until 11:30 am, prevailing time on September 13, 2023 10:00am, prevailing time on September 19, 2023 for construction of the project hereinafter described.  Proposal opening will occur immediately after the submittal deadline at the City of Burlington Department of Public Works at 645 Pine Street, Burlington, VT and also available via the zoom link provided below. The time of receiving and opening proposals may be postponed due to emergencies or unforeseen conditions.

Electronic PROPOSALS shall be emailed with the subject line: “Proposal: Great Streets – Main Street Reconstruction Project”

 

Each PROPOSAL must be accompanied by a certified check payable to the City of Burlington for five percent (5%) of the total amount of the BID.  A BID bond may be used in lieu of a certified check.

 

This contract is subject to the Burlington Pre-Qualification of Construction Contractors, the Burlington Livable Wage Ordinance, the Burlington Union Deterrence Ordinance, and the Burlington Outsourcing Ordinance.  No bid will be accepted without signed certificates of compliance with listed ordinances and a filled out Pre-Qualification of Construction Contractors Application.

 

LOCATION: Along Main Street between One Main Street and South Willard Street, along Church Street between Main Street and Maple Street, and along King Street between Church Street and South Winooski Avenue within the City of Burlington, Vermont.

 

TYPE OF CONSTRUCTION: The scope of the work consists of the reconstruction of roadway pavements, curb, and sidewalks; construction of streetscaping elements and amenities; replacement of signs and pavement markings; replacement of water and sewer infrastructure; and installation of underground conduit duct banks and bus shelters.

 

CONTRACT START DATE: Estimated for October 11, 2023; estimated Notice to Proceed date November 1, 2023.The estimated start date is hereby postponed. Estimated Notice of Award and issuing of contract date November 8, 2023; estimated Notice to Proceed date November 15, 2023 (dependent on completion of contract execution). In addition, start of work shall occur no later than April 8, 2024.

 

CONTRACT COMPLETION DATE:  The Contract shall be completed on or before November 1, 2026. Work continued after November 1, 2026 shall be subject to accrue liquidated damages as set forth by the GENERAL PROVISIONS of the City of Burlington VT 2023 Engineering Specifications.

 

COST OF PLANS:   Electronic plans and bid documents are available at no cost to the bidder per request to the Municipal Project Manager (MPM), Olivia Darisse, by email. Bidders must request the plans and bid documents directly from the MPM in order to be added to the Plan Holders List and receive project addenda and communications by email.

ENGINEERS ESTIMATE: The Engineers Estimate of the base bid for this Proposal is approximately $24,000,000.

STANDARD SPECIFICATIONS:  The construction work performed by the selected contractor is subject to the VTrans 2018 STANDARD SPECIFICATIONS FOR CONSTRUCTION and with current special provisions, as modified by general special provisions.

          

QUESTIONS, REVISIONS, & ADDENDUM:  During the advertisement phase of this project all questions shall be addressed solely to the MPM by email.

 

All questions must be submitted before August 16, 2023 at 5:00 PM.Questions are being accepted through 12:00PM on Friday, September 1st, 2023. Questions received after this time may not be answered. Any revisions, addendums and answers to questions received by the due date for questions will be sent to Proposers who received this Invitation via email.  In addition, revisions will be posted on the City’s RFP web page http://burlingtonvt.gov/RFP/.  It is the responsibility of the Proposer to ensure that a valid email is submitted to the plan distributor to the contact information above. It is recommended that Proposers submit secondary contact information. The Proposer shall acknowledge receipt of all addenda in the bid form. Failure to acknowledge the receipt of addenda will result in disqualification of the bid.  

 

MANDATORY PRE-BID CONFERENCE: A mandatory pre-bid conference will be held August 11, 2023 at 10:00am EST in the Sharon Bushor Conference Room on the First Floor of City Hall, 149 Church Street, Burlington, VT.

 

PREQUALIFICATION OF CONTRACTORS:  All Proposers on this project shall be prequalified by the City of Burlington, and by the Vermont Agency of Transportation (VTrans) under the Road and Highway; Curb and Sidewalk; and Landscaping work classifications.

 

For City of Burlington, prequalification shall be submitted by interested Proposers a minimum of 5 days before the Bid Due Date unless they are already qualified with the City of Burlington under a prior project. WEEKLY CONSTRUCTION PROGRESS MEETINGS: The general contractor foreman shall attend weekly construction progress meetings with City representatives. The design team and construction subcontractors shall be involved in these meetings as necessary and requested. The general contractor shall prepare an updated construction schedule documenting the upcoming construction activities. The City shall be responsible for securing a meeting location and preparing all meeting materials, notes, and action items.
