This is the monthly update from BTVStat, a performance management system implemented by the Mayor in 2016 to track and improve the City’s operations. Every month, BTVStat brings together Department Heads to review operational and equity performance metrics for three or more City Departments and discuss how City teams can collectively identify challenges, make operations more transparent, track progress, control costs, and promote accountability, learning, and collaboration.
Highlights from the January BTVStat meeting are outlined below. Additional information on these issues and others are available on the City's BTVStat Dashboard.
SeeClickFix Update: SeeClickFix is a platform for municipalities to receive and manage non-emergency requests like potholes and broken streetlights. Burlington residents used the mobile app or online service portal to submit the 19th most requests per capita out of 342 partner cities, while the City ranked 20th on the list of most responsive local governments, closing nearly 3,000 of the requests submitted through the mobile app by residents last year. In addition to issues reported through the mobile app, Departments responded to an additional 1,200 issues reported directly (in-person, via email, phone or other mechanisms).
BTV International Airport: Along with the exciting news about new direct routes to Denver via United and Frontier Airlines, the BTV International Airport reported on an outstanding year to date with total enplanements (number of passengers boarding an aircraft) up by 14% since 2017, with 674,944 total enplanements in 2018. This is primarily due to increased seats available from additional American and Delta flights. The Airport also reported out on its internal goal to award 7.3% of all federally funded projects to disadvantaged business entities (DBEs, a Federal government term denoting a women- or minority-owned businesses), and anticipates that in 2019 more than $2.7 million in airport improvement contracts will be awarded to DBEs.
Burlington Police Department Update on Crime Statistics: The Burlington Police Department (BPD) tracks 21 incident types. Incidents are not necessarily crimes or negative behavior. Incidents can also be proactive police behavior like traffic stops and community outreach. The most common incident types are traffic stops, suspicious events, agency assistance, lost/found property, and noise complaints. The data from this latest report shows overall incidents are down by 9.3% from 2017 (from 37,131 to 29,633). When looking at offenses, those cases where an officer finds that a crime has been committed, overall rates are down by 19.8% from 2017 (3,883 to 3,833). Common offenses in Burlington are misdemeanor unlawful mischief (i.e. vandalism) and retail theft, petit larceny from a motor vehicle or building, and leaving the scene of an accident. The latest BTVStat report found that burglary was down by 43% from 2017 (299 to 173) while aggravated disorderly conduct was up by 59% during the same time period (from 41 to 65).
