Ventilation Microgrant Program

The City of Burlington has launched a microgrant program to assist Burlington commercial properties in improving their ventilation/HVAC systems. The purpose of this grant is to encourage upgrades to ventilation systems and the purchase of HEPA filters in the hopes of limiting the spread of the COVID-19 virus. The program will provide awards in the form of a matching grant up to $500.00 per approved applicant. This initial round of grants will be on a first-come, first-served basis. This grant will be available until either all available funds are depleted, or the arrival of January 31st, 2021 occurs.

Grant Structure and Conditions

Eligible Applicants Must Have the following:

  • Commercial properties housing active businesses or non-profits in the City of Burlington.
  • Applicants must be either the property owner or the business/non-profit owner.
  • Only one microgrant per HVAC unit at each address. For example: the property owner and the business owner (if not the same) shall not both be reimbursed for upgrades to the same HVAC unit.
  • If necessary, responsibility for HVAC upgrades can be determined by the commercial lease.

Grant Size and Restrictions:

  • The city will award matching grants of up to $500.00 per applicant.
  • Grants will be awarded on a first-come, first-served basis.
  • Not all applicants may receive a reward depending on the amount of applicants and the availability of funds.
  • Grant monies will reimburse expenses related to the purchase of new HEPA air filters (standalone units) or upgrades and improvements to ventilation/HVAC machinery with the aim of improving air circulation and quality.
  • Upgrades and purchases to be reimbursed must have been made between September 1, 2020 and January 31, 2021.
  • If purchasing a HEPA air filter unit please ensure that the unit size/strength corresponds to the square footage of the space it is intended to service.

Application Materials and Process:

  • Applicants are asked to fill out the online application form linked below.
  • Within the form, applicants are asked to submit with a copy of a receipt (if services have already been rendered or goods purchased) detailing the work performed or HEPA filters purchased.
  • If applicant applies prior to work performed or purchase of HEPA air filter they are instructed to wait until the City of Burlington staff acknowledges availability and commitment of funds prior to purchase of services or goods. Once commitment is acknowledged by the City of Burlington, applicant has until January 31, 2021 to submit final receipts. If receipts are not received by this deadline, applicant rescinds all claim to grant funding.
  • Upon receipt of application and receipts, City of Burlington staff will review and arrange for a reimbursement check to be issued.

Additional Provisions: 

  • Payments may be withheld in whole or in part in the event of failure by the applicant to comply with the conditions of this program.
  • The City reserves the right to require a partial or total refund of this grant if:
    • Applicant does not comply with the conditions of this program; or
    • Applicant does not use grant funds for the purpose stated in its application.     

A Suggestion on How to Use the Grant

The easiest way to take advantage of this grant is to submit an application referencing a future or previous purchase of a standalone HEPA air filter that can accommodate the space you are trying to impact. Please remember it must be a HEPA air filter purchased with the intention of improving air quality related to COVID-19. Once you receive confirmation that you are pre-approved, you can purchase your filter and submit the receipt for a matching microgrant up to $500. This is a first come, first served grant opportunity.

Burlington Electric Department currently is offering a Commercial Efficiency & Ventilation 0% Loan Program that can be used towards building ventilation upgrades. Small and medium sized businesses in Burlington (with active BED electric accounts) may apply for 0% financing loans to be used for renovations required to reopen safely according to public health guidelines. Certain eligibility criteria may apply.
