BIPOC Small Business and Non-Profit Relief Grant

Description

The BIPOC Small Business and Non-Profit Relief Grant is administered by the Racial Equity Rapid Response Team within the City of Burlington’s Racial Equity, Inclusion, and Belonging Department. These funds are meant to contribute to a racially equitable recovery from the COVID-19 pandemic by protecting and supporting BIPOC owned businesses and non-profits. Applications will be accepted from Monday November 17, 2020 through Sunday December 6, 2020. Recipients of the grant will be notifed by December 18, 2020.   

Grant Structure and Conditions

Eligibility:
In order to be eligible to receive grant funds, the applicant business or non-profit must be: 

  • Owned by BIPOC (Black, Indigenous, and People of Color);
  • Low and medium-income owners are prioritized; https://www.burlingtonvt.gov/CEDO/2019-Hud-Income-Limits
  • Small business (5 employees or less, including owner), self-employed, or non profit with a Burlington address 
  • Experiencing COVID-19-related loss of income
  • Did not receive the Burlington Small Business Grant

Grant Amount: 
Grants will range from $2,000-$7,000 per awarded recipient based on need and other criteria. 

Uses of the Awarded Grants:

  • Business rent
  • Payroll
  • Retrofitting for COVID related improvements (Plexiglas barriers, takeout window, etc.) 
  • Working Capital
  • Utilities
  • Real estate expansions
  • Improvements that are unrelated to retrofitting for COVID-specific needs
  • Paying down debt accumulated before March 2020

 

Application Materials:

 

  • Grant application form (includes a signed statement of loss)
  • Proof of business authenticity: any form of documentation to prove that you have an established business or non-profit, or otherwise provide services in the Burlington community. This could include, but is not limited to, one of the following: 
    • a federal employer identification number
    • a business tax license 
    • registration with the Vermont Secretary of State
    • a state or federal tax identification number
    • a peddler license issued by the City of Burlington
    • registration as a non-profit
    • any other documentation deemed appropriate by, and approved by, the grant committee
      • social media or website
      • reference statement from client
      • event flyers/event pages
      • business card
      • product that you provide
      • other: _______________ (please consult with the grant committee) 
  • The grant committee reserves the right to follow-up with finalists if needed. 
     

Additional Provisions:

  • Payments may be withheld in whole or in part in the event of failure by the applicant to comply with the conditions of this program. 
  • The City reserves the right to require a partial or total refund of this grant if: a) Applicant does not comply with the conditions of this program; or b) Applicant does not use grant funds for the purpose stated in its application.
  • By signing the enclosed application the Applicant agrees to comply with all conditions of this program. Applicant further agrees to the following conditions:
    • Applicant accepts responsibility for complying with the terms and conditions of this grant and will exercise full control over the expenditure of funds.
    • Applicant agrees that in connection with this grant the Applicant and all agents, employees, and contractors of the Applicant shall be acting as independent contractors and not as agents or employees of the City. 
    • Applicant shall indemnify, defend, and hold harmless the City of Burlington and their respective officers, employees and agents of any kind from any and all liability, claims, suits, judgments, and damages arising directly or indirectly in connection with or as a result of the grant by the Applicant or any agents, employees or contractors thereof.
    • The provisions of this grant shall be binding upon the heirs, successors and assigns of the Applicant.
    • Payments may be withheld in whole or in part in the event of failure by the Applicant to comply with the terms of this grant.
    • No changes, modifications or amendments in the terms and conditions of this grant shall be effective unless reduced to writing and signed by duly authorized agents the City and the Applicant.

Other Available Grants from the City

The City of Burlington has launched a microgrant program to assist Burlington businesses and commercial properties in improving their ventilation. The purpose of this grant is to encourage upgrades to ventilation systems and assist with the purchase of stand alone HEPA filters in the hopes of limiting the spread of the COVID-19 virus. The program will provide awards in the form of a matching grant up to $500.00 per approved applicant. This initial round of grants will be on a first-come, first-served basis. Read more here
