Other Benefits

In addition to health and dental insurance benefits, the City of Burlington also offers additional benefits to employees such as life insurance, flexible spending accounts and voluntary 457 Plans.  The information below includes basic information about these benefits.  This is not intended to be an exhaustive list of benefits, but will provide you with some introductory information.  Please contact your Human Resources Manager for more information. EAP - What is EAP? The Employee Assistance Program (EAP) is a short-term confidential counseling and information resources program. Services are free for all employees and household members. Services include:
  • Legal
  • Stress
  • Financial
  • Family
  • Depression
  • Childcare/Parenting
  • Relationships
  • Alcohol
  • Work
  • Anxiety
  • Eldercare

When you call EAP, your call is routed to the office nearest you. If your local counselor is busy, you will reach his or her voicemail. You always have the option to speak with a live counselor by following the prompts. If your call is not urgent, and your local counselor is unavailable, you may leave a message and he or she will return your call. When leaving a message, please help EAP to connect with you by providing the following:

  1. Phone numbers and good times to reach you.
  2. If it's OK to leave you a message telling you that "EAP" returned your call.

Life Insurance - Basic Life and AD&D is offered to Active Regular Full Time employees at through The Standard at no cost. For Non-Union, AFSCME, and IBEW employees coverage equals two times the employees annual salary up to a maximum of $50,000. For employees in BPOA, coverage is equal to two times the employee’s annual salary to a maximum of $100,000. For employees in BFA, coverage is equal to two times the employee’s annual salary to a maximum of $150,000. Employees who are Non-Union and AFSCME have access to additional, supplemental life insurance that they may purchase from The Standard, through a payroll deduction. Additional Life may be purchased in $20,000 increments from $20,000 to $100,000.  For information about premium rates for additional life insurance, please contact your Human Resources Manager.

Flexible Spending Accounts - Flexible Spending Accounts for health care expenses and dependent care expenses are also available to regular and limited service employees of the City.  These plans allow pre-tax deductions up to $2,550 annually for health care accounts and $5,000 annually for dependent care accounts. You can carry over $500 from your Healthcare Account to the next year.  Flex Accounts are administered through ThrivePass and you can manage your account online by following the instructions here.  Information about how these accounts can benefit City employees can be found here.

CanaRX Burlington Meds - CanaRX Burlington Meds is a mail in prescription drug program available to employees and their dependents.  Learn more by viewing this information from CanaRX

457 Plans - A 457 plan is a type of non-qualified tax advantaged deferred-compensation retirement plan that is available for governmental and certain non-governmental employers in the United States. The employer provides the plan and the employee defers compensation into it on a pre-tax basis. For the most part the plan operates similarly to a 401(k) or 403(b) plan. The City of Burlington offers 2 plans.

Year 2019 IRS Contributions Limits are listed below. Please check with ICMA or Nationwide for plan specifics.
Maximum Contributions:
$19,000 for anyone less than 50 years old.
$25,000 for anyone age 50 or older. This includes anyone who turns 50 during 2019.
$38,000 for anyone who qualifies for the catch up provision.
