NEW 9.12.17 - The Burlington Harbor Marina Environmental Assessment

The public review and comment period is now over.

8.8.17 - The Burlington Harbor Marina Environmental Assessment

The Burlington Harbor Marina Environmental Assessment is available for public review and comment for the next 30 days.

KAS, Inc. has drafted the Environmental Assessment (“EA”) that is required in order for the Burlington Harbor Marina, LLC (developer) to receive funding through the Boating Improvement Grant (“BIG”) program that is managed by the Vermont Fish and Wildlife Department on behalf of the U.S. Fish and Wildlife Service. The proposed marina will provide a portion of the much needed public recreational (seasonal and transient) dockage within Burlington Harbor.

In 2013, the City’s Public Investment Action Plan (PIAP) executed an open public process to select projects that would be eligible to receive public infrastructure improvements through the City’s Waterfront Tax Increment Financing (TIF) District. One of the fifty proposals submitted came from the Burlington Harbor Marina. This project was subsequently selected as one of the PIAP projects which the City would seek to support in plans to develop the Waterfront utilizing TIF. In March 2014, the City voters approved a measure for the City Council to authorize up to $9.6 million of financing for TIF infrastructure in support of the several selected PIAP projects, including the Harbor Marina project.

Over the past year, a series of discussions and negotiations have taken place. The proposed development agreement comes as a result of these negotiations and will be considered by City Council later in June.  Other documents for review include:
