2024 CDBG Applications:

The following applications were received in response to a Notice of Funding Availability for 2024 Community Development Block Grant (CDBG) funds. Applications are separated into Public Service and Development categories due to federal law that caps the amount of CDBG funding that can be spent on Public Service projects to 15% of the City's total allocation. The CDBG Advisory Board reviews non-CEDO applications during February, and March of 2024. Below are the results of the Advisory Board's recommended awards.

Village Hydroponics  Village Hydroponics: Resiliency Reserves Provide underserved community members with local, nutrient-dense, and culturally-relevant produce when other farms cannot do so. Using state of the art Controlled Environment Agriculture methods inside of a shipping container and participatory mutual aid, Village Hydroponics will grow a variety of vegetables alongside community members even in the coldest and darkest winter months. $43,000 $0
CVOEO Volunteer Income Tax Assistance (VITA) The VITA program serves households that earn $64,000 or less and that need help navigating the U.S. tax system. In partnership with community organizations and academic institutions, IRS-certified volunteers provide free tax preparation and electronic filing services for low-to-moderate income (LMI) Vermonters, elderly taxpayers, military personnel, and their families.  $15,000 $15,000
U.S. Committee for Refugees & Immigrants Vermont (USCRI Vermont) Housing Assistance & Orientation Program for Refugee Families (HAOP) Supports the housing needs of Burlington’s growing LMI refugee communities by providing better access to safe, quality affordable housing, and creating long term housing stability through housing literacy education and specialized support. The program provides a comprehensive set of culturally and linguistically appropriate information, guides, and resources to help LMI clients better understand basic housing related activities such as lease agreements, home maintenance and repair, general safety, cleaning and upkeep, how to operate appliances, recycling and waste management, paying bills, landlord relations, relevant housing regulations and laws, tenants’ rights, and accessing the variety of rental and mortgage assistance programs available to those who qualify. $30,000 $0
Dismas of Vermont The Programs of Burlington Dismas House  Provides housing in a therapeutic community for individuals who have served their minimum prison sentence but lack affordable housing in the community. Residents can move into Dismas directly from prison; with support from the Dismas program, they are able to address physical and mental health issues, find employment, and work towards financial independence.  $16,000

Lund Lund's Residential and Community Treatment Services Provides crucial access to treatment, family support, and early childhood services aimed at enhancing individual and family well-being. Focused on reducing Adverse Childhood Experiences (ACEs), especially for those facing health disparities, our uniquely positioned services address the specific needs of children, parents, and families who often experience ACEs such as mental illness, emotional neglect and abuse, physical and sexual childhood abuse, substance use, domestic violence, and parental incarceration, ultimately working towards long-term health-related needs reduction.  $35,000

Cathedral Square Cathedral Square Homelessness Prevention Pilot Assist formerly homeless households retain their housing and partner with new households who came from homelessness keep their housing over the long term. The Homelessness Prevention Pilot is a model focused on supporting formerly homeless residents with all of CS’s existing layers of services (SASH, Housing Retention, and Mental Health Clinician services) with an added component of financial incentive for the participation in a flexible menu of additional support and education options, to foster successful long term housing retention. $105,000 $0
CCTV Center for Media & Democracy  CCTV’s Neighborhood Media Internship Program CCTV’s Neighborhood Media Internship convenes a cohort of four to eight young adults (age 16-22) to a) produce programming about civic issues, b) analyze and develop media literacy skills, and c) connect with other youth who have similar interests, and d) develop employable skills with leadership and support from CCTV’s Media Educator. The program enables participants to develop media production and literacy skills, builds confidence and project leadership abilities, and fosters a deeper understanding of community and democracy. $19,400 $0
Steps to End Domestic Violence Safe Tonight To provide emergency housing and support services to adults and children fleeing domestic violence. People experiencing domestic violence have access to our advocates who can assist with finding and securing safe, permanent housing, increase self-sufficiency and establish economic independence. $67,695 $25,000
Vermonters for Criminal Justice Reform (VCJR) VCJR Re-entry and Recovery Center A specialized re-entry and recovery center for justice-involved people living with substance use disorders and co-occurring mental health disorders. Key services include case management (including specialized medical case management), re-entry services (for individuals returning to the community after a period of incarceration), professional and peer recovery support, parenting support, basic needs assistance (food, housing, employment, transportation), and overdose prevention using an evidence-based drug treatment called contingency management.  $25,000 $20,000
Pathways Vermont Housing First Services in Chittenden County Provides permanent housing placement along with intensive community-based services to individuals with histories of homelessness and institutionalization, most of whom are living with disabling conditions. The program utilizes local housing stock in order to facilitate community reintegration. $35,000 $25,000
Sara Holbrook Community Center Level Up: Elevating Quality and Impact in Out-Of-School Elementary Enrichment Program Provides over 100 K-5 students with accessible, enriching out-of-school activities and caring support. Solidifying recent expansions to address program waitlists, Sara Holbrook Community Center plans to focus on increasing outcomes and overall program quality through increasing parent engagement/support, community partnerships, and curriculum development. $50,000 $0
ReSOURCE: A Nonprofit Community Enterprise ReSOURCE Construction Trades Training Addresses the urgent need for a skilled workforce to combat climate change by expanding training opportunities in green-building and certifications for low-income youth and adult Vermonters. Emphasizing transferable skills, trade skills, and career exploration, we aim to increase the number of trained individuals and increase the average starting wages for graduates. $60,000 $0

Living Well Group Ethan Allen Residence Lighting Upgrade To replace all of our fluorescent lighting and fixtures in Ethan Allen Residence with new LED lighting. This will (1) make our lighting more energy efficient, (2) provide cost savings to allow us to focus more on our residents in other areas, and (3) most importantly, promote health benefits such as reducing glare that can cause eye strain and headaches, helping to prevent cataracts, promoting better sleep patterns, and contributing to more confidence in movement.  $13,000 $13,000
Champlain Housing Trust Community Resource Center/Feeding Chittenden Addition The Champlain Housing Trust will work on behalf of CVOEO to construct a two-story addition to the Feeding Chittenden building to better accommodate the staffing and services of the food shelf and Community Resource Center (CRC). The first floor of the addition will expand the food shelf dining room and CRC program space and the second floor will allow administrative staff to return to the building after being relocated off-site to accommodate the CRC.  $200,000 $200,000
