Position Description for Member of the Development Review Board

The Development Review Board is a quasi-judicial body comprised of seven (7) Burlington residents and two alternates created by Comprehensive Development Ordinance Article 2, Part 4 (under the authority granted by 24 V.S.A. §4460) with the following duties and authority: Conduct quasi-judicial proceedings concerning the following:

  • Review of right-of-way or easement for land development without frontage;
  • Review of land development or use within an historic district or with respect to historic landmarks;
  • Review of land development or use within a design control district;
  • Review of conditional use applications;
  • Review of planned unit development applications;
  • Review of requests for waivers;
  • Site plan review;
  • Review of proposed subdivisions;
  • Review of wireless telecommunications facilities;
  • Appeals from the decision of the administrative officer;
  • Review of requests for variances;
  • Review of referrals from the ZAO;
  • Any other reviews required or authorized by the Comprehensive Development Ordinance.

 

Members of this board must meet the following criteria:

  • Be a resident of the City of Burlington. 

Members of this board will be appointed for three (3) year staggered terms. 

Historically, this board regularly meets twice each month on the first and third Tuesday at 5:00 pm. for approximately 2 hours.  The Board may hold deliberative sessions in addition to regularly scheduled meetings, and some members serve on standing committees of the Planning Commission (Ordinance and Long Range Planning).

In addition, members of this board will be expected to:

  • Attend all scheduled meetings, or if a meeting must be missed, let the chairperson know ahead of the meeting if they will not be able to attend;
  • Review any materials provided to the board ahead of time;
  • Notify the chairperson and/or the city staff person assigned to the board of any accommodation for a disability that may be required in order for the person to serve;
  • Act from a spirit of cooperation and with respect towards other board members, staff members, and members of the public appearing before the board;
  • Avoid actual or apparent conflicts of interest or bias;
  • When deciding a controversy or responding to a request, conduct themselves in a fair and impartial manner;
  • Comply with all aspects of the Vermont Open Meeting and Access to Public Records laws;
  • Consider fairly the interests of all individuals and organizations whose interests may be affected by their actions as a city official;
  • Read and interpret maps, site plans, aerial photographs, building elevations and other related plans and drawings.
